Spencer Municipal Utilities recently promoted James Mammen as the new water manager and Adam Warren as the new telecommunications manager. Mammen has been with SMU since 2021 and Warren as been with SMU since 2008 working in the communications department. Mammen’s background as a former public works director and his experience working with the water department and water quality standards will help him lead SMU.
