The Clay County Sheriff’s Office and Spencer Police Department responded to a single-vehicle accident in the 2300 mile of U.S. Highway 18 just before midnight on Nov. 15. Following an investigation, 59-year-old Steven Hoogeterp, of Spencer, was arrested and charged with OWI.
