Clay County Conservation’s plan to construct the Oneota Environmental Learning Center has gotten closer to becoming a reality after receiving two loans. Spencer Municipal Utilities and Iowa Lakes Electric Cooperative have each agreed to loan Clay County $360,000 in accordance with the USDA’s Rural Economic Development Loan and Grant program, a decision approved by the Clay County Board of Supervisors during their meeting on Tuesday.
