Barbara Jean (Bill) Phillips, 72, of Spencer died in Sioux Falls, South Dakota, on Sept. 22, 2023. She was the second of four children to Robert and Doris (Ulrich) Bill. She was married to her husband Al Phillips for nearly 40 years.
